In short, for an accurate quote (i.e. for translation or editing):
1) Send me the document to be translated (or in the case of editing/proofreading, both the German and the English files).
2) State the purpose of the translation or the type of translation needed (i.e. for publication, in-house use, a summary just to get an idea of what the text means, publication in the media for public relations purposes etc.) and include any special requirements such as localization or creative writing instructions, requirements for matching the format of printed materials or .pdf file (which may have to go through OCR to generate a usable source text).
3) Deadline for delivery.
